1 Q. Do we have access to a section and photographs of the interior of the Central Building in order to be able to determine the internal structure and to verify the heights?
A. All of the possible documentation is provided in the CD as distributed to the competition participants. The sections effectively correspond to the elevations whereby the pilasters as shown hold up the roof and the walls of 40cm.
2. Q. Are the programmatic requirements included
as part of the competition brief, or will they be sent separately?
A. The programmatic requirements, if in reference to the economic-financial analysis of the construction, maintenance and management costs, is included in the competition brief as given, and is required for the successful submission of the competition entry.
3. Q. Would it be possible to have an estimate of
the number of visitors expected for the new Central Building?
A. No estimate was provided in the competition brief, it would in part depend on the development of each of the competitor's proposals.
4. Q. Is the service station included in the site
of intervention expected to be demolished?
A. The service station could be demolished if it were to be proposed in the submitted competition entry.
5. Q. What are the building rules and regulations
for the competition area? (buildable areas, restrictions on ground floor
coverage, setbacks and min. distances from property lines)
A. The building rules and regulations would be defined in accordance with the development of the proposed projects. The only restrictions and building limitations are those already provided in the competition brief.
6. Q. Are there plans for a site-visit?
A. A site-visit is scheduled for either May 31st or for June 7th. A confirmation of the date and times will be forwarded via email.
7. Q. In the application
for the competition, the dates of professional registration are requested
for the participating consultants and collaborators. Is this a restriction,
or can other professionals be included as collaborators?
A. The consultants and collaborators are not required
to be registered professionals, and other kinds of professionals can also be
included as collaborators.
8. Q. In section 4.12 of the competition brief, in reference
to the public financing, the PIT Sele contribution is listed as 7.7 million
Euro. Is this given sum a total that is to be divided up for the financing of
A. No, this money is not
subject to other divisions. It should be noted that this number is an estimate
and that other funds including private sources could be pursued. 9. Q. Is the
fee of 75 Euro the cost for inscribing in the competition, or is it only the
fee for the receipt of the CD? If this is the case, is it possible to download
the CD contents from the internet site?
A. The 75 Euro inscription fee is obligatory and is
payable as outlined in the competition brief. Failure to deposit funds as
indicated results in the exclusion from the competition. The CD Rom is slightly
different from, and more complete than, the information provided in the official
website. 10. Q. Considering the A1 format and the required 1:200 scale of the requested
plans, sections and elevations of the Town Hall, the Council Hall, and the
South buildings, the fourth presentation sheet is almost impossible. It would
be helpful to have either a larger presentation format, or a different scale
for the required drawings.
A. The presentation format size is fixed (A1 format). Only if necessary should
some of the drawings for the fourth sheet, and possibly for the other sheets,
be reduced to a scale of 1:500. 11. Q. How is it possible to fulfill the given requirements of the "Board.
4-New City Offices, and Council Hall + South Buildings. For each: plan, elevation,
section, scale 1:200" without having been provided with the sections
of the buildings and the South Buildings. A. Please refer to the previous answer (10). For the South buildings,
no further documentation will be provided. This could in part be in light
of the fact that these buildings may be demolished and rebuilt.. 12. Q. Would it be possible to include underground
parking in the areas listed as A-B-C-D? A. Yes. 13. Q. Please confirm and verify the following mode
of inscription: A. Yes, this configuration fulfills the requirements of an individual
working with a number of collaborators; however, it does not fulfill the
requirements of a design group unless one of the professionals has been
registered within the past 5 years. 14. Q. Having been hired by the Fondazione Arkè
for a feasibility study of the area included as the competition site, does
this involvement exclude my participation from the competition? A. No. It is possible to participate in the competition. 15. Q. Where is the demolition and rebuilding of the
buildings foreseen? Is it obligatory to maintain the existing profiles or
is a comparable volume possible? A. No, it is not absolutely obligatory to keep the existing seat, but
it seems useful to maintain the profiles even though, I repeat, it is not
obligatory. These would be considerations that the jury would evaluate. 16. Q. Would it be possible to visit the building? A. The competition site itself is open to the public; the small piazzas
are actually currently used as public parking-lots. It is not possible however
to enter into the buildings, partly due to the condition in which they are
found. 17. Q. Would it be possible to include the South building
as listed for presentation on the fourth presentation board in the fifth,
and as a result, re-distributing the required images throughout all of the
boards? A. No, it is not permitted. Refer to question 10 for alternative solutions. 18. Q. Could an approximation of the number of apartments,
or an estimate of how many people might occupy the South Buildings be provided? A. No, no estimate is available. This question is directly linked to the
individual competition projects and to how the functions and management
of the facilities are foreseen by the designers themselves. 19. Q. After having taken into considered the competition
brief, the area, and the vision as outlined in the brief, we are led to believe
that the commercial and residential zone, the bookshop, nursery, etc. would
be more appropriately located in the East Building rather than the Central
Building as stipulated in the brief. Would such a variation be taken into
consideration, or should one be careful to rigorously follow the brief? A. Yes, but the definitive considerations would be taken by the jury in
respect to each project. 20. Q. In addition to the requirements as listed, would
it be possible to include other materials in presentation Board 5 (for example
in Board 1: in addition to the site plan at a scale of 1:500, a site section
of 1:500; Project Board 2: in addition to plan, section and elevations at
1:200, also construction details or mechanical/technical plans)? A. Yes, as long as those drawings requested are presented. 21. Q. Would it be possible for the participants to
have a site plan of the area of intervention with the surrounding building
heights? 22. Q. Are the heights provided in the brief for both
the existing buildings and those slated for re-use indicative of the height
from the ground up to the bottom edges of the roof-line? A. Yes. 23. Q. Would it be possible (and appropriate) to consult
the master-plan (PRG) for those areas and attendant buildings included in
the site of intervention? A. No, it is not necessary (see question 5). They are in any case available
for consultation and reference at the City's website. 24. Q. Would it be possible to locate the required
parking areas underground, beneath the free/open areas? A. Yes. 25. Q. How many people should the housing accommodate? A. It depends on the project. 26. Q. In reference to paragraph 4.4 of the competition
brief, is it required to maintain the façade of the Central building
(n°1) in testimony of its industrial history, or is it possible to reuse
only the concrete, load-bearing structure? 27. Q. As described in paragraph
4.5 of the competition brief, do the listed programmatic requirements for
the Arké Foundation apply only to the Eastern side building (n°2)-for
which the City has negotiated a free lease-or do they also apply to the Northern
side building (n°2)? A. It depends on the design
proposal. In an effort to clarify the competition brief and the given site
plan, the lease negotiated with the Arké Foundation was for the building
due north of the central building because of its similar typological connotations,
and not for the other building because it has been slated to be demolished
and rebuilt. 28. Q. For the three existing buildings on the south
side, as discussed in paragraph 4.6 of the competition brief, what is intended
by the word "reconstructed"; do the new buildings need to follow
the outlines of the footprints of the buildings that once existed? A. Yes. Please refer also to the preceding questions? ____________________________________________________________ A. Q. Is it possible to add other designers into the
group? A. Yes, as long as their involvement is communicated before the end of the
inscription period-June 30th-and in turn confirmed in the requested documentation

those of the Foundation's in the Eastern buildings? A. Yes. Q. Can some of the functions for the Foundation be
located in the North building? A. Preferably no. Q. Are public porticoes allowed? A. Yes. D. Q. For the North building (n°3), is it required
to follow the planametric and elevational profiles of the pre- existing buildings? A. It is permitted to work with the given heights. See question 15.. Q. In the event that old buildings are replaced with
new ones, do the seismic rules and regulations of minimum distances still
apply? What is the minimum distance from the borders of the site? A. Given that this is a renewal project, it is possible to override the seismic
requirements of minimum distances while still foreseeing the provision of
seismically resistant structures. E. Q. What are the restrictions for the preservation
of the Industrial Buildings (n°1 and n°2)? Can the facades be modified,
can the roof have a different form, can the structural grid be modified by
eliminating some of the pilasters, can an underground level be excavated,
can mezzanine levels be introduced, can part of the structure be demolished? A. The façades cannot be changed, both the roof and the structural
grid can be modified and/or eliminated, new underground areas are permitted
as well as are new mezzanine levels, but the façades must remain intact.
See question 26. F. Q. Are the total area requirements to be determined
by the participants in Buildings 1,2 and 3? For example, in Building 2, can
independent functions such as mezzanine levels, courtyards, and so forth be
added to the stated programmatic requirements of the given buildings (such
as for the Town Hall, the Council Hall, etc., or even other programmatic functions
suggested by the participants)? A. Yes. G. Q. The volumetric allowances as given by the PRG
are decidedly lower than the volumes of the existing buildings 1,2 and 3.
What is more important, to maintain the profiles of the existing buildings,
or to adhere to the PRG volumetric allowances? A. The volume of the existing
structures is the allowable volume. H. Q. Can external stairs, open/closed pedestrian bridges,
covered walkways, and subtractive or additive porticoes be included in the
proposal? A. Yes. I. Q. Does the 10.5m height restriction in the welcome
center buildings include stairs, small towers, parapets, technical rooms,
solarium and such? A. No, it does not include such elements. J. Q. The brief requests a total of 100,000 square
meters. National parking codes require around 10,000 square meters of private
parking in addition to another 40 square meters of parking for every 100 square
meters commercial and retain space. Given that the Town Hall has a 400 parking-space
requirement, does this mean that parking will be located in other areas in
order to satisfy national parking codes? A. Yes, because the intervention is a renewal project. K. Q. Would it be possible to add the welcome center
parking lots to other parking areas, which would mean locating them in another
parcel of the PRG? A. No. L. Q. Are the parking lot requirements for the Town

for the 1,500 square meter addition and Council Hall? Can these parking spaces

or only a few of them? A. It depends on the number of participants and the quality of the proposals.

buildings slated for preservation need to be observed in addition to the profiles

activities of the constituent artistic components (music, film, and theatre,
etc.) need to occur simultaneously and therefore separated or can the occur

associations and services," what are their individual needs and spatial
requirements? A. The end-users are as of yet unknown, and therefore so are their respective,

the square meter and volumetric requirements? A. It depends on the project. Q. b) What is the required proportion of commercial

entirely maintained? A. Yes, for the Central building and for the Arké Foundation. AA. Q. Do those participating as consultants and collaborators
have to be professionally registered? A. Only those participants and those groups under whose name(s) the competition
entry has been inscribed under need to be professionally registered, but consultants
and collaborators do not need to be. BB. Q. Could further clarification of the parameters
of transformation and modification for the Central building be provided? A. See other answers, although these are individual design decisions. CC. Q. As stated in the brief, some buildings may be
demolished and rebuilt. Is it necessary to maintain the existing volume and
footprint, or can they at least be repositioned and re-shaped while keeping
the volume unaltered? A. It is not necessary, see other answers. DD. Q. Do the new structures
slated for the open area C have to follow the profiles of the pre-existing
buildings, or do other restrictions apply? A. No, there are no restrictions. EE. Q. Are there specific volumetric requirements for
open space A and the integration of the new Town Hall? A. No, there are no restrictions. FF. Q. How many floors are there in the Central Building,
and what is the allowable maximum height? A. It has only one floor taking up the height of the entire building. GG. Q. Can the load-bearing structure be modified (the
6x6 grid)? A. Yes. HH. Q. Are the total, various square meter requirements
at the discretion of the participants, seeing that they have not been included
in the brief? A. Yes. II. Q. The programmatic functions of the North building
were not specified (only that the East building is to house the Arké
Foundation). A. Refer to the general programmatic function destined fro the complex and
for what seems necessary for the design of the entire area. JJ. Q. Although the demolition of construction of buildings
has been foreseen, the maximum heights have not been given. A. See the last line of paragraph 4.6 KK. Q. It is not clear whether or not one should intervene
in the internal programmatic distribution of the actual Town Hall building
given the request to transfer the existing Technical Office and the Urban

port expected to be located? A. It will be located approximately mid-coast of the city limits, close to
the mouth of the river Asa around 7km from the competition area. LLL. Q. Would it be possible to have more detailed
information on the new National Archeological Museum of Agro Picentino? (site
plan, service roads, activities, etc.) Would it be possible to have more detailed
information of the Etruscan-Greek-Countryside Archeological Park? (site plan,
service roads, activities, etc.)? A. No. The necessary information has been synthesized in the competition

It seems as though the space available to represent these drawings is not
enough. Would it be possible to at least have the generic sections of the
central warehouse building?
In the Central building (n°1) where the roof is slated to be replaced,
would it be possible to alter the load-bearing structure while leaving the
building envelope unchanged?
